• 1823 Monroe Doctrine proclaimed US warns Europe against colonizing the Americas In his annual message to Congress, President James Monroe declared that the United States would regard further European colonization or intervention in the Americas as an act of aggression. The policy, later named the Monroe Doctrine, became a cornerstone of US foreign policy for a century. It was partly aimed at discouraging Spain from reconquering its former colonies in Latin America.
