1895Olney Doctrine asserted in Venezuela boundary disputeUnited States invokes the Monroe Doctrine against BritainOn 20 July 1895 US Secretary of State Richard Olney sent Britain a forceful note asserting American authority in the Western Hemisphere amid a border dispute between Venezuela and British Guiana. The note, later called the Olney Doctrine, declared that the United States was "practically sovereign" in the Americas. The crisis was eventually resolved by international arbitration in 1899.
