• 1889 – 1956 Risto Ryti Wartime President The 5th President, who sacrificed his career and reputation to sign a pact with Germany to save Finland from Soviet occupation.
• 1889 Meiji Constitution promulgated Japan adopts its first modern constitution Emperor Meiji promulgated the Constitution of the Empire of Japan, establishing a constitutional monarchy with an elected Imperial Diet alongside imperial sovereignty. Modeled partly on Prussian constitutional law, it was the first modern constitution adopted in Asia.
