The body, initially led by the Count of Floridablanca, became the chief authority of unoccupied Spain.
1808Congress of ErfurtNapoleon and Alexander I renew their allianceNapoleon met Tsar Alexander I of Russia at Erfurt to reaffirm the Tilsit alliance and secure Russian support while France remained committed in Spain.
